(3) The ability of the applicant to apply the best practical noise abatement measures provided for in duly adopted regulations. (b) The General Assembly further notes the existence of a large stock of science and technology that can significantly reduce noise; and that the risks of excessive noise can be reduced by adopting and enforcing noise standards enshrined in regulations based on this scientific and technological knowledge.
